All well and good, except it will be the government, i.e. the taxpayer paying for that, not the Tory party. Cutting your nose off to spite your face, I fear!

Well, 9 million wasn't the cost of printing! That was everything included, transport and distribution! How much did the German printers get? The printing isn't the biggest cost, by some margin.
