I thought the plan all along was to refurbish the Arthur Wait stands and the Main Stand like shown here.

We may have about £50m to upgrade. For the benefit of our overseas fans who probably won't know .... the crafty ol' OP is referring to the Government's proposal to spend £369m on restoring Buckingham Palace before it falls down or burns down of its own accord. The Queen lives there some of the time but the Palace doesn't belong to her. As a non-monarchist I expect Mcdonnell plans to sell it off in due course as a hotel.
