Homegrown players have always counted towards the 25, I think you're thinking of under 21 players, of which Kaikai and J.Benteke fit under so they do not need to be named in the 25. You need a certain number of homegrown players in the squad but we have no problem there. "homegrown" just means their youth development was done in the UK so the likes of Townsend, Kelly, Ward etc all count.
