I've noticed recently that every time Sky Sports News or Jim White, when he's on Talksh!te, want to spin some transfer rumours they now start with any of the following: "it is my understanding that...." Does this basically allow them to peddle any poor rumours as it doesn't imply that they know anything concrete?

They think it does. Its like adding the term allegedly - it doesn't really provide legal protection, only a legal defence.
