It's on the Hinckley Rd going SW out of Leicester. It's not in the city where you'd expect a terrorist to strike, it's like the equivalent of going out of Croydon towards Ashburton, on a Sunday. Could be anything. Gas, Cannabis farm accident.

Lots of shops rent out their flats above without meeting safety standards or even the flat being declared as a flat. Electricity cables everywhere. Or some students left their spag bol on all day on an all day bender and BOOM.
