I think he will develop, but how much is a question left for answering. He was very well regarded in Portugal a year ago because he had a fantastic start playing for the national team, like 8 goals in 10 matches or smtg like this. But most of his goals came against teams like San Marino or Liechtenstein. He was ok for a 21 year old in the Portuguese league, but nothing too special. Went to Milan for a lot of money.

In order to get him for good, those money would have to be paid to Milan. Otherwise, he'd just be on loan. Yes, teams like Wolverhampton will take him on loan for a season and, if he settles in and starts banging goals, then they will pay the 25-30 million Milan is asking for him.
For Palace to convince him to come here instead of going to a Portuguese-tied club like Wolves, with a Portuguese coach and a massive Portuguese contingent, you'd have to pay all the money for him up front and I don't think that's a good idea. He's just not proven for that sum.
