There's a problem in this country where good players don't get the games they need to develop.

What are the solutions?

(I've wanted for some time a European friendly "ladder" perhaps somewhat regionalized at lower levels, so that clubs like ours could give U23s and fringe players competitive games, and avoid loans). Maybe a 6-team ladder, 2 promoted, 2 down, 2 stay where they are. 3 ladders per season).
