Various ways someone can become a certified electrician to be honest. Do not have to be part of a trade association as such but make sure you get the correct testing certification for the install or work once it’s completed. Do some research into what work you are getting done and what you would expect them to do or provide afterwards and question them before during and after. I would just recommend getting someone recommended to you as electrics is not something you want to go wrong to be honest. Very costly remedials too once walls decorated and carpets down etc let alone an accident in kitchen or bathroom etc
