Rules for development squad players

Just wanted someone to clarify the date of birth rules for players to either be classed part of the 25 man squad or form part of the development/under 23's squad. So Eze was 22 years old in June, so does he become part of the 25 man squad or is he additional to that. I know Ferguson and Banks are slightly younger, so don't need to be included in the 25 man squad.
