Looks like these El Salvador prisoners were already broken before prison, judging by the tattoos.
The thing that would concern me is the number of gang members still on the streets and whether they could pose a threat to prison staff homes and family members.
You gotta have all the security boxes ticked before you get all hardline on their asses.
