Possibly they are different but according to the ONS last year there were 145,214 hate crimes recorded in England & Wales (in 2012/13 there were 40,000).

Until it is changed it remains the responsibility of the police. You might not regard it as important. Others do. I didn't say it's not important. What I said is the police have more important responsibilities than looking at approaching 3000 possible hate crimes every week.
