IF the socket has a sign "For cleaners only" then of course it is plain that it should NOT be used by the general public to charge their appliances. The gentleman says there was NO such sign and if so one can understand why he used the socket to charge his phone. The report indicates that he was aggressive and if so one can understand why he was handcuffed and taken away.

What if they're also a cleaner? Could apply to any woman so it's a bit vague isn't it.
