I don't really understand what you mean by saying it adds "context". It provides an additional fact. Be that as it may, he is, as you say, Welsh. The rugby authorities have of course stretched the meaning of nationality beyond breaking point, with qualification possible on the basis of birth place, ancestry (however distant), and now residence. Whether friends and siblings will be allowed remains to be seen.

There are rumours about the parents and their status in the UK which, if true, will be truly embarrassing for the UK government. There’s only so much you can sweep under the carpet before you trip over it. As for him being Welsh, I think you’ll find that is why they exported him to England as the Welsh could probably see that the family could be trouble.
