Is it just the UK and Ireland of the EU countries that doesn't issue mandatory ID cards?

Stop and search is about police on the streets being more proactive and searching people they believe are acting 'suspiciously', like they always used to. It's got zero to do with ID cards.

Without an id card your whereabouts are known anyway if you have a mobile phone and it's switched on, which is the case for nearly everyone. Whenever you move from cell to cell, which are quite small today, a record is generated and stored with location data. Not many know about that and think if they don't make a call, their location is unknown, which is false.

Suspiciously !! Ahh ok so that's how I know if someone has a knife.

Or maybe just random I'D checks which would be the law to provide apon being asked by the police.
This would be fair to all especially black kids who think they are targeted. Once the check has taken place and the police have assatained the person is going about their law abiding day they are free to go on their way.
If however they see from the checks the guy is a known drug dealer relevant questions can be asked like police should do. Are you carrying anything you shouldn't be? We are going to check!!
