But conviction politicians tend to carry on with policies when when they are clearly going wrong, Thatcher did it with the Poll Tax.
Poll tax wasn't actually that bad it was more a symptom of her waning powers. The old rates system was seriously flawed and no bugger had any idea what to do. It wasn't perfect but was actually better than the rates system.

Exhibit #2: waging the second world war in the face of imminent defeat and collapse because "it is immaterial if the German people survive. I will not shed a tear for them. They have deserved nothing better" Both policies. Both carried on with despite "clearly going wrong." Hard to choose between them really!
