Context here maybe that new loan regulations are coming into place shortly that will crush the current Chelsea and City business plan of hoarding talent. They will be severely limited in the number of players they can loan out.

This could be the start of a new era with buy-back and option contracts becoming close to the norm. They have analogous arrangements with Abraham, Tomori and Livramento I believe. I wouldn't be surprised to see a further clear out next time too with more possible gems coming onto the market. That generation of their academy was stupendous.

Its certainly good that someone is looking at the loan regulations - I do believe that the new thinking is probably a bit "thin edge of the wedge" a beginning if you will -
Considering (according to the article) Players who have been with the parent club for 3 years between 15-21 don't count ( because they are considered as homegrown) & players under 21 don't count - so its a maximum of 8 of the others who can be loaned out - with this reducing to 7 & then 6 year on year -

My guess is that the other 2 categories, homegrown & under 21 will receive some attention next year & eventually become more restrictive in their guidelines.

Yip certainly not perfect, and doesn't stop the big boys hovering up the youth talent.

But will make a dent in the stockpiling of all the players in their prime being loaned out on repeat
