You hit on a genuine danger here.

Iran, won't launch nuclear at the moment because they don't have the capacity.

It's also true that they won't launch at Israel because of the Palestinians. At the end of the day they won't self destruct for someone else.

But it's a genuine concern that if they think they are being overthrown they will throw everything they have at their enemies.....Saddam did it at his own last grasp and he didn't even have much.
