Has been happening on goods vehicles for 14 years for which they've been fined nearly £2.5bn. Mostly done by German companies, one of which (a VW subsidiary unbelievably) has been let off it's fine as it blew the whistle. It also involved a Swedish, Italian, French and US company.

This happens in a lot more then just vehicles and when fines like that are issued what is the money used for?
