The level of investigation is nowhere near the levels it was, most visas are processed on paper (in the UK) and therefore it is impossible to make in-depth enquiries anymore. The level of deceipt is staggering from the young to the old and you can obtain most types of certificates/documentation without any problem. Somewhat morbid, I know, but I have my own "genuine" death certificate which has passed all forgery examinations as being genuine. I have been involved both in employing people on work permits and twice on family visas. The work permit route is fraught with deception and fake certificates, which I discovered to my cost when a new employee, seemingly well qualified, had no idea at all about her specialist area. My first family experience was in 2002 and the second in 2016. The difference between them was indeed staggering, but not for the reasons you describe. It was 10 times tougher in 2016. Many more requirements and proofs needed and very much more expensive.
