Every player is signed based on a biased decision. It's not a job where you can simply apply because you're qualified to do it, you are signed because they want you. No one could be forced to employ Joey Barton in football, nor any other player for any other reason. You can even publicly state that you just don't like them, even if you think they're a good player.
