Believe me MPs make many decisions on the say so of Civil Servants (42 years in the Civil Service has taught me this) That people in all walks of life listen to those they trust and take decisions based upon their expertise is as true of politicians as anyone else. That does not though mean that the civil servant has taken the decision. The responsibility lies with the elected politician, who can consult as widely, or as little, as they see fit and then take their decision after balancing all the other political considerations. Certain civil servants are supposed to be experts in their field and you would expect their advice to be heeded. Indeed why are we paying them to advise if that advice is not listened to? And they face a genuine struggle now. Because the key for them is winning a GE. And based on how the Brexit factor plays out on a constituency basis, then Labour simply cannot actively campaign for a second referendum without serious fears that they will lose. But can they continue to sit on the fence?
