The higher the GSM, the more likely it would be to reach the pitch from further back given the additional weight - possibly even row 20. From the pictures online, it looks to be quite a sturdy ball of paper rolled by someone with big, strong hands - not the work of normal-sized children.

Some of the paper came from the singing section but not anywhere near the majority. It seemed like some came from the upper tier too, just an occasional ball from anywhere within range. People got angry with Schmeichel when he kicked the ball clear out of the ground on purpose. The paper was travelling extremely slowly through the air and was in no way a danger to anyone.
