The vast majority will never pay it back. It gets wiped after 30 years! It's not really a "loan". It's much more a tax for the highest earners to have benefited from a university education.

Which ponders the question why? It’s such a success that graduates don’t earn enough to repay the amount borrowed.

Sending all kids to Uni ? The modern equivalent of military service..... just a time-wasting exercise.

Because not every job which demands knowledge and training at degree level is well paid. Education is not all about money.

Take nursing as an example. Nurses now need to obtain a degree to be qualified, and no longer get grants to do so. The course fees are £9250 per year for 3 years, during which time they also need to pay for housing and living costs. Most now take a student loan to cover these costs.

Those who reach the highest levels in the profession will pay the loan back, but the vast majority, who stay on Band 5 or 6, never will, and it gets written off after 30 years.

It's not really a loan. It's a form of taxation on those who benefit most from their degree.
