All sorts of 'stuff' happens in Saudi Arabia. Idi Amin lived a life of luxury there, unbothered by any international attempts to bring him to justice for mass murder after his exile from Uganda.
I would think other rich suspects in criminal activities have often sought sanctuary there.

They are the biggest arms market in the world and act as a go-between for selling on to other countries and organisations.
They have an arbitrary legal system which can utilise torture and death as punishments for those convicted.
