I presume Uilleann pipes more power to your elbow. The word refers to that part of the body. And instead of blowing into the bag, one uses a fireplace-type bellows to generate more air pressure. Hence the different range of notes. it also explains why the Uileann pipes are normally played from a seated position.....its feckin impossible to march/stand while playing them. you see pipes in Morocco, Galicia, Brittany, India, medieval Italy, Flanders and lots of other places. Every country seems to have a unique playing-style and technical arrangement for the instrument.
