Its too late for their opinions to matter. The civil servants advised the govt. that a transitional period was necessary to be agreed before article 50 and negotiations. It's just obvious that 40 years cannot be rolled back in 2 years now less. Not without chaos IMO.

The EU hasn't existed for 40 years.
