Although no visa required people will still need to satisfy Immigration Officers of their intentions eg US nationals are questioned on arrival, Latvians are not. After Brexit both will be questioned. There is a difference

Non-EU nationals do the "hopping" now, if Border Force do not believe they would be acceptable back from whence they came (ie they claim to be visitors but are actually living/working there) or are not satisfied of their intentions in the UK, they can be refused entry

If someone wants to come to the UK from Europe using an 'EU' passport.....they can....and they can disappear into the country when it's time to go.

If there is a reason then police here or abroad will question you, or whatever, just as it is now. There is no discernible change here from being in the EU or not a member.
