There is no doubt pre-Twin Towers attack and after that the Neo-Cons in The White House saw their goal as Iraq after reading this from the NYTimes [Link] and were negligent to the extreme failing to act on what the intelligence agencies were relaying to them leading up to September 11.

Neo-Conservatives have been involved in the White House since the days of Regan - only during George Bush snr's time were there none of them in a Republican administration.

But yes, the point that's important here is that the Neo-Conservative influence in the White House, was minimal, and the original GW Bush administration wasn't less focused on Neo-Conservative policy ideals than the Clinton Era was in terms of 'Empire Building'

Why would they need to manipulate the situation to do that? Bin Laden was already wanted for terrorist crimes. Who would have stopped them exactly? Also, what benefit is in taking over a country such as Afghanistan? Even then the country would have clearly been seen as a liability. Do you declare war on a country to flush out a terrorist? Has it gone well or did I miss something? I've no doubt none of us will ever be privy to the exact reasons the decision was undertaken but I think it is a jump from targeting a terrorist organisation to invading a country. Just how I see it.
