According to the troubles series on BBC iplayer there was no contact for 20 years and one had to be engineered at a trade fair to promote Irish trade here.

I was under the impression that the IRA was riddled with informants. They knew the game was up and came to the table. Steeleye seems to forget that it was the Tories, particularly John Major who began the negotiations and smoothed the way for Blair to get the agreement signed.

20 Years? That doesn't even make sense....Thatcher wasn't interested in giving NI away over time (which has happened) but of course there was contact...it was just kept quiet but Major was known to be negotiating.
